If the charges for services are based upon the weight of the property, then yes. When the moving company provides services based upon a non-binding estimate to be charged by weight they must determine the weight of each shipment.  Alternatively, if the charges are to be determined based upon an hourly rate or by a "binding cubic feet" rate then the law does not require the moving company to obtain weight certificates.
